圈 = circle / lap / encircle / enclose / mark with a circle
(囗 enclosure + 卷 gyun2 scroll/file/捲 roll - 卩kneel + 关?)
手 = hand
(手 is a radical and character of the same description)

圈手 refers to the circling hand movement in Wing Chun.

Unrelated to Wing Chun, the character 圈 for circle, is also used in 打圈 ("hit-circle", meaning "to circle") which is a cooking term referring to circle or stir in a corn starch / tapioca starch/ potato starch and water mixture to thicken a soup or sauce.

2.1.23 Day 1
The purpose of slowly and intentionally circling the hand, is to build 功力 working-power. This helps to build and train power in the forearm over time.
