功 = work / skill

功 is the same character used in 功夫 kung fu.
力 = strength / force / power
(力 is a radical and character of the same meaning)

功力 in Kung Fu and in Wing Chun means working-power or inner strength. There are certain movements such as 圈手 huen sau in the 小念頭 Siu Nim Tau form that is used to build and train 功力 working-power and inner strength over time.
